    A boy trying to find the paradise he once lost arrived in a secluded garden at the end of the world, where he found five girls. Meanwhile, at Mihama Academy, the remaining students find themselves with time running out - due to financial issues, the school is set to close within the month. Over the past year, though, the girls of Mihama have finally begun to find their own legs, thanks to Yuuji's involvement - are they really just going to bury their heads in the sand and let the world change around them? And are they really willing to let the man who changed their lives slip away without so much as trying to win him back? As the end of their time at Mihama Academy approaches, Amane, Makina, Sachi, Yumiko, and Michiru find themselves arriving at a single conclusion.

    How much a group of students can do in the face of countries and organizations far bigger than any individual could hope to be remains to be seen. In the first place, Yuuji's position is far more complicated than any of them could have imagined, as he finds himself embroiled in an elaborate game of super-political chess revolving around both himself and an inconceivable new system slumbering in the depths of CIRS - a system that Yuuji may have more of a connection to than he thinks.     The goal of SORD is to train a new generation of operatives to defend the country against future threats. To that end, the organization has established a series of schools up and down the country. Mihama Academy, more-or-less left to rot after its abrupt closure, has been given new purpose as one such 'specialist training school'.

    This new incarnation of Mihama Academy is home to a diverse group of students, who every day work to polish their unusual skills - sometimes on the job. Mihama now entrusts the misfit girls who attend it with guns and live ammunition. Paying their own safety no heed, these students are again and again plunged into dangerous extrajudicial missions - all for the good of the realm.

    In the near future technology is developed that allows ones state of mind and personality traits to be quickly quantified and profiled.

    All emotion, desire, and social disease are documented and managed by the government for the public good. The quality of each person's life is measured by a single number. That number, which represents how close the mind and soul are to perfection, is known as the Psycho-Pass. The system also calculates a number that represents criminal capacity, known as the Crime Coefficients. This number is the basis of the justice dispensed by the police force. Officers are divided into two groups: Enforcers, who are tasked with the investigation of crimes and the capture of criminals, and Inspectors, who are charged with managing the Enforcers. Enforcers with high Crime Coefficients have proven more effective at understanding the criminal mind. This ability is used by the police department to solve complex and difficult cases. Because they have such high Crime Coefficients, however, they must be monitored all time by the Inspectors, to ensure that none of them actually become criminals. Though each member of the Public Safety Bureau carries their own burdens, they must see that justice is served - in a society where everything is quantified, they have to make sure it all adds up.

    Thanks to an age of constant war, the Iga and Kouga had independently achieved an expansion of their respective forces.
