I took this screen shot from Kakenuke★Forward to Our Sparking Youth! (vndb.org). The above character is a semi-generic background character, the unnamed manager at the protagonist's work place. I'm convinced the character artwork is not original to this VN but I can't remember for the life of me where else I've seen it. I went through the list of all other VN's produced by Saga Planet I've played and am still coming up short. He may not necessarily be wearing the same outfit in whatever other source I'm failing to remember.
 
Can anybody else come up with a source for this character?

This school has unusual school rules.
The school rules is that male students who get a bad result on a test will be punished by female students from the student committee, also known as the punishment committee.
Takashi, a boy with poor grades, is noticed by his teacher that he keeps getting red marks on tests, and he is informed of the existence of a punishment committee.
One day, a school announcement announces that students with poor grades must gather in the student guidance room, and in fear and surprise, Takashi heads to the student guidance room to receive his punishment.
What will happen to Takashi, who is forced to receive punishment under pressure from the female students and teacher?

There are three endings. Two branching endings and one special ending.

As the protagonist was operating his PC as usual,
