Period eng patch problem

I can't get the patch to work. It just shows a please insert disk popup and hangs after I click the 'ok'. I have no problem installing the jap version though. (I had uninstalled it)

I got the same problem and... unfortunately I don't know what is causing it.

 

Today I try to install it in my friend's 7 (I use XP) and... the installer works.

 

Is it really XP problem? I don't think it is about locale.
