I use Win7 Professional, this OS can't allow me to change my system locale, it stood only in Spanish (I'm mexican BTW ) but for some unknown reason today the option of Administrative in Control Panel/Region and Keyboard config was open so I changed my system to japanese.
To try it I installed the game normally (double click, without Applocale) so it was totally ok... but when I tried to install the Patches got the same problem as you with that error message.
I even tried to run them with Applocale (in japanese config) and the same problem.
Changed my system to Spanish and had the same problem... the same error message until I downloaded the Patch again and problem solved.
The issue I think is that when you change your system locale some programs go crazy because of compatibility.
