I noticed several title listed as "Secret Project ". I just wanted to verify that that means you don't have any information beyond that they exist and not that the VN is actually titled "Secret Project".

Of course they aren't called secret project lol... those are games that are still unannounced. If you go to mangagmer blog you can see several of them. Those titles will probably be announced, as usual , either at Anime Expo or Otakon.

what happened to "winter 2018 release"?

I don't really remember anymore since my first vn was many years ago...maybe around 2010? The only thing I remember is that I picked up visual novels once I started to get fed up with the usual anime cliches. I probably liked the title I picked up since after that watched less and less anime until eventually I stopped watching at all in favor of vn reading.

I'm afraid there isn't a way to make them work on w10 I tried it before and didn't work. If you really want to play those old titles you will need to install windows xp on a virtual machine. If you have a w7 pc that will work as well. I manage to play all of them on w7

Shibuya Scramble is out today, and it's one of the best VN according to Famitsu (40/40). I hope that the admin can uploaded the Steam version here later, and like Island it was all age in the first place (Port from console and all).

it looks like the game was already cracked by 3dm, you can find download links on skidrowreloaded or igg.

Unless they have gameplay like eushully or alicesoft visual novels, I have a hard time seeing them as games.
