It's still nothing compared to Danganronpa v3 (92 parts), Danganronpa Despair Girl (78 parts), Shiny Days (78 parts), or School Days though (49 parts) though. Also Chaos Child here would be at least around 40 parts if that's uploaded here. But yeah, 25 parts here is quite a lot indeed especially with the low speed.

Maitetsu patch does not replace all-age cgs This is a good link where they discuss the issues but since the fan patch has fixed the cgs and emotes missing the only problems is broken lines, translation issues, and missing voices. Uncensoring the Mosaics are still in the works but last time I checked 3 of the H-cgs have been unmosaiced .

So how good/bad is the restoration patch 1.3 ? I've seen that there is a far heavier patch than that around but the only one I found aviable for download is the 1.3

1.3 is the current version of the restoration patch and iirc the "only" thing it does is to switch out censored CGs with the original ones.

The only other patch I'm aware of is the DEMOSAIC patch which removes one layer of mosaics because for some reason they added two.

Be sure to pay attention to the download links since there's always a version for the steam and the fakku version.
