For Windows 8

 

1. Go to the Control Panel

2. Click on Clock, Language and Region, then Region

3. Click the Administrative tab, go to "Change System Locale", and select "Japanese (Japan)" from the drop-down menu.

4. Click OK

5. Restart your computer

There you go.
