You sure you changed it correctly ? That error usually happens when you dont change the system local, take a look at this to make sure you did it right Changing to Japanese locale on Windows 7 | Eroge Download

Pasa's answer is on point. Also, make sure to restart your PC after changing the locale, for modifications to take effect.

 

When in doubt, follow the instructions from FAQ he linked - if only I got 1$ everytime someone changed location instead of locale...
