The first game was also like that but it didnt have any lag) Also another problem is that I have trouble changing the windowed mode size. I tried to edit the CX and CY values in the config.ini but always access denied when saving. So I tried with running as admin. Managed to edit it but the windowed mode is still stuck at 640 x 480. The game has problems on Windows 8 and newer, I dont think you can fix it so you should just play it in windowed mode.
