These instructions are for Windows 10 (anybody ever figure out what happened to Windows 9?) but the process should be similar for any version of Windows going back to Windows XP.

Open Control Panel. In the upper right corner, there should be a drop down menu called "View by" with options of "category" and "(Large/Small) Icons". Pick either of the icon options. Select Region from the list of icons. In the window that pops up, there should be two tabs at the top, "Formats" and "Administrative". Select "Administrative". In that tab, there should be a section called "Language for non-Unicode programs" that includes a button labeled "Change system locale...". That's the button you want. Select the language you want along with the matching geographical region and one computer restart later, you should be good to go.
