Okay, I actually thought I'd never find this, but I actually did..

Hotfile Dual Phase v1.2.dlc

You have to get JDownloader and then open this file with it.

That way it will let you download an english installer for the game.

I couldn't really find the english patch on itself, since like you said all links are dead, so I hope you don't mind downloading the game again.

All you need to get is Daemon Tools, you should be able to load them there, and then you can execute the setup.

I got it to be able to be installed, but my computer won't recognize the majority of the japanese text, so is there a way to convert it to english?

There are ways.

There is a translation project for it, which has already a lot translated.

Look at the bottom of the page..there are a lot of patches for it.

I haven't gotten the patches myself, so I can't really help you as in which to get, though.

And as you're wanting to play Japanese games, it is always a good idea to install the japanese language packs, since otherwise there might occur errors.
