It's a very old meme. Fantranslation group of original Fate Stay/Night game (mirror moon) was sitting on 100% translated and edited patch for UBW route for months, because of one of their members insisted on creating an installer for it (game uses kirikiri engine, so it's literally just dumping patch.xp3 file into game folder). I don't remember now if actual installer ever got created of if some rogue member just leaked files in the end.
