You could get the PSP version of Tears to Tiara however, but yeah, only the japanese version is available for PSP. Along with the official english releases for PSP, which Desi posted, there are also a few ported ones here Visual Novels ported to PSP!! (ENGLISH) These are pretty much the only english VN's you'll find for PSP though. In case you're also looking for non - VN games, you can look around here PSP - NyaaTorrents >> Search | Anime, manga, and music - Just say the word Some are english.
