That's the official English title that JAST chose. Japanese title was "少女魔法学 リトルウィッチロマネスク editio perfecta" and means roughly the same ( they use "magic school" instead of "spellbook" ). "grimoire" comes from old French and roughly translates to "spellbook". "editio perfecta" is direct Latin translation for "complete edition" A lot of magic-themed works use language like that to sound "edgy", mysterious and pick up the interest. Just take a look at Umineko anime OP with it's pseudo-Latin chorus, or even title of "Puella Magi Madoka Magica" series - they could've just use "Mahou Shoujo
