This is the story of the battle between the Gandeat, a group of vicious modified criminals, and the countermeasure team, SIGNAL, in the near future. Shirane Rikka, a genius doctor at SIGNAL, is troubled by the reality that dealing with crime every day is all he can handle. Then, he hears the news about a group of high school students who have started a vigilante club at a school in a neighboring prefecture. Rikka transfers to the school to guide them, develop their talent, and investigate suspicious characters.

Lost parents, abused, abandoned… There is no end to the number of people who are taken in by the facility for various reasons. The name of the support facility for such students is Tanpopoen. Today, a young girl named Hinako has come to the facility again. However, there is a cruel and ruthless staff member there.
