I started this thread on October 17th, 2020, which is how I know: I'm kind curious what would make them sit on a title that close to completion for a whole year and not finish it. It's a very old meme. Fantranslation group of original Fate Stay/Night game (mirror moon) was sitting on 100% translated and edited patch for UBW route for months, because of one of their members insisted on creating an installer for it (game uses kirikiri engine, so it's literally just dumping patch.xp3 file into game folder). I don't remember now if actual installer ever got created of if some rogue member just leaked files in the end. As for creating installer package itself, there are few open-source software projects that do just that in few clicks. I use them myself occasionally for games that use odd engine which needs to write some stuff into Windows registry. MangaGamer releases originally ship in installer packages as well, but since most titles don't use registry nowadays, I just rip the files into extract&play archive, since it seems more intuitive for users.
