Following the Heath Oslo incident, the existence of the US-Japanese anti-terror organization CIRS has become a matter of public knowledge. CIRS has been rebuilt from the ground up, and its most covert functions spun off to a new agency: SORD (Social Ops, Research & Development). The goal of SORD is to train a new generation of operatives to defend the country against future threats. To that end, the organization has established a series of schools up and down the country. In the near future technology is developed that allows ones state of mind and personality traits to be quickly quantified and profiled. All emotion, desire, and social disease are documented and managed by the government for the public good. The quality of each person's life is measured by a single number. That number, which represents how close the mind and soul are to perfection, is known as the Psycho-Pass. The system also calculates a number that represents criminal capacity, known as the Crime Coefficients. This number is the basis of the justice dispensed by the police force. Officers are divided into two groups: Enforcers, who are tasked with the investigation of crimes and the capture of criminals, and Inspectors, who are charged with managing the Enforcers. Enforcers with high Crime Coefficients have proven more effective at understanding the criminal mind. This ability is used by the police department to solve complex and difficult cases. Because they have such high Crime Coefficients, however, they must be monitored all time by the Inspectors, to ensure that none of them actually become criminals. Though each member of the Public Safety Bureau carries their own burdens, they must see that justice is served - in a society where everything is quantified, they have to make sure it all adds up. What's waiting for them out there..? -
This game has two versions - there's steam one, with usual cocktease and skimpy outfits and there's 18+ one, containing actual h-scenes. Since this post contains the later, it's pretty much self-explanatory (Also, If you somehow believe game containing scenes like this should somehow be labelled "All-ages", feel free to speak up - I'd love to hear your reasoning). Also, I never rate games "18+" for non-sexual reasons, like gore or violence. Heck, even some sexual stuff is often not enough - nipples or mild fanservice is permitted in some "All-ages" titles, depending on context. Only actual h-scenes guarantee "Adults only" rating.

Three years ago Haruki’s parents were killed in a car accident leaving Haruki with no one but himself. From the error screen, it looks like you placed game files in folder path containing Yiddish characters - game can't read them properly (since originally they were designed to work only on Japanese systems and they only recently started using Unicode for their software) - try moving files to folder containing only alphanumeric ( a-z) letters, like "C://Games" or something like that. I recall someone with Spanish character in his username had similar problem and it fixed it for him.
