I played the ME edition some years ago but I can't remember if Tomoya was voiced or not. But here are some differences I can remember.
-single (and unfortunately stupid looking) sprite for Tomoya
-different ending (which you'll most likely dislike if you liked the original one)
-some more lines and one or two new scenes (which were anything but amazing)
All in all totally not worth it if you already played the standard version.
Well it depends what you're looking for. If you want to play a Da Capo-ish game then by all means go for Canvas 2. But in general it's not really an amazing game because the only good route is the one of Tomoko and that's it, really. Although I liked the ending of Elis too.

I'm pretty sure that only a handful of people actually read D.C.I.F. ~Da Capo~ Innocent Finale but luckily I'm one of them. Ironically I didn't like Da Capo (the sequel was a bit better though) nor Kotori but I still read the fandisc and that one route was just amazing. The rest of the FD was crap btw. Whatever, the scene you described was pretty damn good (or rather said the entire route except the stupid ending) but it doesn't stand a chance against Clannad and his fucking Nakige roots. And Cannad's BGM is on a totally different level compared to Da Capo. Actually, Clannad wins against Da Ca

You could also try to use the -window command.
1. right click on the shortcut and go to properties
2. look at the target line
3. change "C:\Program Files\Princess Waltz\Waltz.exe" to "C:\Program Files\Princess Waltz\Waltz.exe" -window

Which's understandable because I can't imagine that countries like the USA or China would close websites if Japan asks them to do so either. Basically this means for USA/China to do what Japan wants and to follow their orders/demands. It's not going to happen. The only sites that Japan will be able to close are the ones in their own land and maybe in some minor asian nations.
That's the only thing I could find. Although I'm not entirely sure if that's true because I've the German version of W7 and never had problems with any G-Collections games. On the other hand, I set my system local to japanese so maybe that's the trick, although I'm quite sure you already did that. Or try zo change your local to english.
