Long shot, but have you tried placing downloaded game in some other folder, like C:/Games/SengokuKoihime, or D:/Koihime , and run from there. Other than that, I'm literally out of ideas why it doesn't work for you.

I literally just double-checked it on brand fresh Windows installation and it works fine straight out of box. If you can't get it to run, problem must be from your PC (maybe some leftover files/registry entries?)
