I switched locale/keyboard/ect... to japanese but still getting the same exact error, even extracted the file in japan locale and didn't even work! Also redownloaded the entire game and it still won't work... any other ways to fix this? Why are you running in applocale? Some games don't work properly with applocale. You should fully change to japanese locale and install the game again.
