VLC will open .flacs Audacity can load .flacs and export them as .mp3. Probably the best option. Otherwise, try to find the .mp3s on a site like BakaBT (as Maxar posted). But they usually only have anime stuff, and they'll only have the game OSTs if it's been made into an anime.

Been playing a bit of Ar Tonelico recently.
